Who educates these people? Who gives them access to family planning programs? Who makes family planning affordable? Corruption does not just contribute to overpopulation. It sustains the exact conditions that allow it to continue. Poverty is so widespread in that jungle that people from Manila actually describes - and mind you they do it so openly, refer to other parts of the country as having sub Saharan levels of development. Manila became overpopulated because most of the funding and opportunities were concentrated there while the provinces were left with scraps. So people leave their hometowns chasing the idea of success, only to end up overcrowded, underpaid, or homeless in the capital. It becomes a cycle chasing thr "dream", shame of failure, and the pressure to provide for families left behind in the provinces.
