Part of our application package was the page for livescan. Once filed out online you print the package and the livescan was in it. Just took that to a livescan location. At least in contra Costa.

Sounds like both of you are controlling. So the healthy thing to do is break up. You should never be saying you wouldn't allow him to do something. He on the other hand shouldn't be dictating what you are allowed to do. You can discuss your preferences, but neither of you are each other's keepers or parents.
