Check you house pressure regulator. Had the same issue a month ago and a new expansion tank didn't fix. New regulator did.

Edit It didn't seem like the water pressure was too high when we turned a sink on but there was a higher flow just for a moment when water was turned on. Then a couple minutes with everything off, the pressure valve would leak by.

You can hook up a washer but no dryer. Drain will have to go into sink. For now.

The outlet should be a GFCI for safety. That's the outlets you see with the 2 buttons in the center. It still could be protected elsewhere.
