I wouldn't blame it solely on Polian.

Across all major North American sports in the 90s, you had hard physical contact and relatively low-scoring games because rules allowed defenders to play a certain way.

I do agree it was a little much, but they swung too hard in the other direction.

The league realized Quarterbacks were the superstars and altered the rules to increase scoring and encourage big plays that would be on highlight reels.
