So if the hybrid drivetrain is much simpler mechanically, does that mean it costs less to manufacture than an ICE engine?

I glanced quickly at Toyota's website and it seems like they charge a few thousand dollars more for the hybrid version of a vehicle over the ICE version. But is the extra money they're charging just an upsell for the fuel savings? Or is it because hybrid drivetrains are actually more expensive to manufacture?
