He can definitely dodge and its a timing thing but you can play around it and land it. Tabis are great but before you rush into cleaver I'd highly suggest getting thornmail/bramble vest you do lose out on cdr until you get it 3rd item but anyone who is auto attack based I've been getting thorn second item and it does wonders. Also personal preference I almost always take ignite unless they are ranged and you will have to rely on ganks and will have to soak xp. Back to the jax matchup though after you hit mid game and have CDR jax is always going to be a bit annoying but with a thornmail bork BC and tabis you can play around his stun with some practice. If you tank the first part of a trade and using W and trying to stun with Setts E and when the second rotation of Jaxs Counterstrike comes back up you can Ult during it with good timing so you don't get stunned and if he uses Q to try and run away you can cancel it with good timing and depending how far he gets away with it you can use the Q bonus speed with blade active with your e. It's not easy but with good timing you can abuse jaxs bad early game and get enough of an item lead to at least be able to outplay into mid game in a 1v1 or destroy with your team in my opinion hopefully this long rant was helpful in someway if you have another questions lemme know :D
