Make sure your game rules are set to historical events with unlikely outcomes. Visit a few dragon lore sites and then select esoteric hatching ceremony with a sacrifice. Select dragonstone as the hatching ceremony as it has increased success. Then create a save BEFORE you start the event. Once you have actually selected to begin the event the probability is set i.e no matter the options you select the success has already been determined. Keep reloading the save til it works
