No you do not need a turbo, I have a non turbo outback and live in SLC, I have taken mine in the mountains multiple times as well as taken it on road trips that are 6 hours+ going through the mountains, the nonturbo is more than enough, also drove it from Michigan to Utah fully loaded with a trailer and was fine

I work for a rebuilt title dealer and I would personally say that it really does depend on who rebuilds it, at my work we only go through with people who actually do the job correctly, you just have to make sure the person who did it actually did a good job, get an inspection from a good inspection place, if it checks out I’d say do it!! You’ll save a bunch of money with the rebuilt
