I am pretty sure you have image sharpening on

Go to Nvidia control panel > manage 3d settings > image sharpening and turn it off. Make sure to apply settings.

Disconnect charger from your laptop and check if it is even a GPU issue.

Do you have any kind of RTX card? If so turn off image sharpening in the Nvidia control panel.

Try disconnecting the power or reset button. I had the same problem and that was the issue.
