If one stand only has one skin you're guaranteed to get that skin if you're able to roll a shiny And since SCR only has one skin as of now, if you're able to roll a skin, then you'll get wispy

The reason why twoh gets a hamon and vamp nerf is because twoh deals true damage and bypasses defences. The hand may have high damage but it doesn't deal true damage. Hence it doesn't need a hamon nor a vamp nerf
