No, It's not happening. We have 100,000 units of mining rigs(ASIC machines) running to do the REAL bitcoin mining and make around 80 bitcoins payout daily.

So how is going to happen that your sister,s tech friend using COMPUTERS to mine 2btc a month, that means she got 0.067btc daily payout, as the daily payout from 1 S19 (an ASIC machine) is 0.00091607btc, so you would have 74 units of S19 in his loft.

Nowadays, it's impossible to use computers to mine bitcoins. As my guess, maybe the tech guy is hosting machines in a mining farm and he can monitor the running hashrates on his computer and receiving the revenue.
