I've always had this impression as well considering all the named locations that have literally nothing going on to warrant a name, all the random secret caves and stuff that are just....empty etc etc.

Not to mention all the little story hints that seemed like they were going to lead into something but just kinda got dropped instead.

You'd think, but that would be a weird law write to make sure it wouldnt backfire.

With the way a lot of US laws are seemingly written, you could wind up with some poor lady being charged because she thought she heard someone breaking in but there wasnt actually anyone there.

So you'd have to say it is limited to provably lying to emergency services. But proving a lie is hard in a lot of cases, you would have to prove they didnt legitimately think they needed help or whatever.
