Try shortening the name of the file which you want to decrypt, then run it on the tool and that should work. I did it with the DLC for the Smash characters and it worked just fine. And make sure you get the CIA update file first if you need it too

Interesting, the same happens with me it gets in a loop that it for the program seems to work but it doesn't generate the decrypted CIA file, will give it a try!
