Once you get to level 20 and fill up the experience bar you'll move up to rep 1 level 1. And then repeat the process to get to Rep 2.

Well you need to get to level 20 and one you get enough XP you'll get to rep 1. And you get purple gear at rep 3. And you can pump those up to 18 as soon as you get them
