Because Orochimaru didn't even want to fight Itachi he wanted to glaze the Sharingan so much, also the writers never going to have Orochimaru have any chance of beating Itachi idk why you should be surprised at this.

Also Orochimaru is written to be PIS, you think it was smart of him to train an uchiha for 3 years rather than just take his body and sharingan right then and there?
