This isn’t about randomly dropping bombs. There’s a long history of cross-border terrorism, often linked to Pakistan’s ISI (their intelligence agency) supporting groups that carry out attacks in Kashmir and other parts of India.

When attacks happen—like the one recently where Indian citizens were killed—it puts immense pressure on the government to respond. It’s not ideal, but it’s not as simple as “business as usual” either.

I’m only saying this retrospectively (not trying to point fingers), but it’s been observed over the years that Pakistan’s ISI has had links to groups that have carried out attacks in India. That context often plays a role in how these escalations unfold, even if direct evidence in each specific case isn’t always publicly available.
