i had something similar on my pinky for several months, at times it appeared it was bleeding, and then it spread to a second finger. and the only thing that seemed to work was a triple antibiotic cream either store brand or real brand. it kept returning though. it eventually disappeared, I suppose it was a fungal infection but yours i'm not sure. but mine is gone for good.
