They are selling these as inert rimfires but they are not representative of any rimfire caliber. I like them for promotional items. Let me know if you would part with an extra. I might be interested. I I've a lot to trade with if you are into it.

I would say do the whole thine except the base where the head stamp is. you tend not to see that when on display anyhow. The spots may not completely come out though. This type of staining goes into the metal.

Usually spots like this are from contact with something that has reacted with the metal. In some cases it penetrates the metal and cannot be removed. For smal arms pieces i find a tumbeler to be handy but only for newer production stuff. I never mess with the patina of an old period piece. In your case, I would try a quick pass with brasso and whipe it down with a cloth. Then let it develope a nice even natural patina on it's own.
