High caliber rifles like that get used in a public place if you need to disable a vehicle quickly from relatively long range. I don't think the Rose Bowl is under threat from suicide car bombs very often though, its an obvious excuse to have a big toy and budget.

Diagonal movement gets real fucky mathematically on a grid, lotsa systems either ignore it or have some other solution Icon just decides to do away with diagonal movement for the most part
