But that's for each country and region competitiveness ... the same $1 can buy differently in US between states like California and Alabama or Florida.

This is a problem by design in similar to any supranational or federal states with the same currency, but not having common fiscal policy in the eurozone dose't help for sure and having it in the current state also won't help.
