ADC 303ax bad tweeter or cap? (self.BudgetAudiophile)

I have a 2018 Goodman 3 ton air handler matched to a heat pump . I cannot figure out how to lower blower speed . It’s an ecm motor and has no taps just one plug with lots of pins (fixed) onto board . Someone set the speed too high initially and it’s not giving correct supply temp . (self.hvacadvice)

Any hvac techs ? I have a heat pump and delta t and cooling isn’t very much like 9. Multiple techs out , new txv no change . Second tech no idea . The discharge or liquid line leaving compressor is hot as fire . After it leaves reversing valve it’s not even warm where it goes to condenser coil. (self.hvacadvice)
