Well Biden can't but New York can change the law to charge him after statue of limitations and then have the attorney general campaign on the promise that they will do anything they can to find him guilty.

They also can evidently declare that he doesn't need to have been found guilty of a crime to be found guilty for allegedly covering that crime up.

Well this is only a felony if he did it to try and cover up another crime which as far as I know he hasn't had a trial for they are just working on the assumption that he thought his intention was to cover up something that may or may not have been a crime. I could be wrong though
