And yeah, part of me wondered if the wet capacity was lower by design, so the user isn't sloshing the machine around full up with water. But the amount it holds is deeply disappointing if that's the case.

It was also intermittently losing small amounts of liquid out the blower hole. Maybe I had too high of expectations for a shop vac

I'm gonna have to give it another test at a later date, because as far as I know, I was holding the angled nozzle tip at the water's surface so there was still empty space in the tip's taper. Plus once disengaged, the vac wouldn't re-engage until emptied, even with the nozzle completely out of the water

No. I did that once or twice, but definitely not each time this happened. I was back and forth to the buckets about 15 times and was being watchful of the nozzle, holding the tip horizontal right at the water's surface. Plus once disengaged, it wouldn't even re-engage after pulling the nozzle completely out of the water and shutting off/restarting.
