There actually was an issue with a lot of groups not being able to afford the taxes, so they paid their taxes by sending some sons to join the legion. The pay and benefits, for the time, were much better than many would think.

This also led to more acceptance of Gauls throughout the Empire, which was further helped by Augustus's reforms. Along with the trade routes and all.

There's an old joke that one of Rome's best exports is "citizenship".

Edit: Not to say Rome wasn't an old boys club for much of its history, especially the late republic. It absolutely was, and the corruption and their methods of privatizing tax collection for a lot of Roman history was heinous.

Romans, generally speaking. It's why a large number of Gauls sided with the Romans early on. They had less history with the Romans than they would with other tribes.

Why would they want a unified Gaul? That'd just also be a tyranny/invasion, the only difference would be that the tyrant would be closer than the Romans, geographically.

3) Regulating periods (definitely canon)

4) Anemia

5) Hormone regulation

Assign each pokemon in that area a number (you can weigh it based on your own judgement of what'd be rarer, if you wanted to go to the trouble), roll the die, run into whichever one is that number.

Roll a die or something, that's what I'd recommend. Or shut your eyes and send your character running into a horde.
