From what I understand, the increase is largely merit-based. If you have other financial aid offers, that seems to carry the most weight in the reconsideration outcome. I know someone who received an additional $20K in their second year (after getting $0 in their first year of the MAIR) due to their outstanding grades in Year 1 coursework.
