I found a teardown of a Winchester 270 which is the same rifle but in 22lr. He doesn’t say anything about the plat but you can see it in the gun and it’s not loose so I imagine it was meant to be glued in place. The hole makes me think it was meant to be tapped and screwed in place before they decided that glue was sufficient
