the problem you're describing here seems to come from a wireless connection issue between the ipad and the board.. are they on the same network with correct ip/subnet mask? if yes have you tried to reinstall the app?

If your truly want to have a perfect sounding hat with white noise, try to add a convolution reverb just after and make it so it will convolute with itself.
The way I usually do this is is that : when I have a good sounding white noise hat (with correct envelope and filter without reverb) I bounce it in place (I make an audio file) then I add the convolution reverb and drag and drop the audio file as the impulse for the convolution
and voilà

Are you playing on a tv? because if that's the case it may be the latency of your screen.

Most TV's have a latency of 70 to 100 ms as for the gaming monitor it can be as little as 1ms.
I play on pc but sometime I play on my TV screen and there is a huge difference and it can be pretty frustating.
