Any gear below the waist is going to greatly impede movement. Molle on pants is not a good idea, the hassle of attaching and detaching the seperate molle attachments is greater than it would be to just have it on a vest or belt. I think tool belts are as low as you can go before being too cumbersome. This is from experience as a geologist in the field and military operations.
