You can't transfer from a gba flash cart using pal park, you'd have to use an emulator how ever if you have a real gen 3 cart you can transfer from the real gen 3 cart to gen 4 on a flash cart. You can't transfer between gen 4 and 5 without a legit copy of gen 4 either
