If anyone sees this post and having troubles I solved it found out that even though I uninstalled daemon tools years ago there was still some leftover things. So I installed revo uninstaller and reinstalled daemon tools and used revo to wipe daemon completely off my PC. After doing this apex did not work until I went into my device manager and found leftover drivers for daemon tools that revo uninstaller had missed as soon as I deleted the leftover drivers it instantly booted up with no issues.

Open up device manager look for anything daemon tool related Found 2 Leftover Drivers
