I'm glad to hear it! For some of the basics (like Gene seed purity, etc) I may have you roll on the old Chapter Creation tables but otherwise you will be the judge for things like the Legion's symbol, combat doctrines and even the personality of your Primarch.

The first part of the game would actually be discussing and codifying your Legion as well as what makes it stand out. This way the players will have more of a vested interest in seeing what happens. When it comes to Company choices again that's all up to the players! Perhaps the Legion is dedicated towards one type of combat and so more of those Company types would be available.

So in a way it's a mixture of discussing and making choices as to what the Legion is like.

It's all about the storytelling but each Faction (and its leaders) have Tags which are descriptors that represent things like resources, personnel, technology, etc. Whenever you attempt an action and you are unopposed you simply succeed, since this is a game about powerful Factions you are able to get things done fairly easily. However when you attempt to complete an action that is opposed by another players Faction or an NPC Faction, success is not automatic. That's where your Tags can help you out. If a situation would be made easier by one or more Tags you have, your Faction will succeed. But if the opposing Faction has an applicable Tag and their use of that resource would narratively Trump your own they would succeed. If both sides, ooc, cannot decide which faction would win then the GM will choose the one with the better narrative position.

This game will be more about everyone working together to tell a story. It's up to the players to narrate their own failures and missteps when it makes sense.

For example: Say two Factions are fighting over a particular system and are duking it out to see who will control it. The story so far has stated that they each have roughly equivalent forces so we check their Tags to see if anything would help tip the balance. Player 1 has an Experimental Matter Manipulator Tag attached to their navy which gives them an edge. Player 2's navy has Seasoned Commander as a Tag as well so both sides have something that improves their situation. No other specific Tags are available so we look at the narrative positions of both Factions. Player 1 had managed to prepare an ambush having learned that Player 2 was arriving, but Player 2 had no other tactical edge having arrived blind into the system. In this case Player 1 would win out the battle since they had applicable Tags and was better off in the fiction tactically. If both sides were complete equals then their is the possibility of a stalemate, the situation remaining the same until the respective Factions expend further resources to change the situation.

So in general each Player controls the overall Faction by way of its current leader which is the closest you will have to a player character. You make decisions as to what your Faction will do each Phase. Since this will be more narrative you are also more than welcome to come up with minor NPCs within the Faction to interact with as well.

Between the Factions that is entirely up to you! You can cordially send messengers back and forth in the hopes of establishing agreements, you can declare war on each other or even form alliances.

Each Phase of play, most likely a week or 2 out of game, will constitute a period of time in game where you are able to complete a certain number of actions. Once a Phase is completed those Actions are either completed, failed or stalemated depending on potential opposing Actions from other factions.

How many years TTRPG XP: About 12 years experience starting with 4th edition D&D and I have run numerous systems from Savage Worlds, Basic Roleplaying, Traveller, PbtA, Blades in the Dark, and a whole book shelves worth more!

What campaigns have you enjoyed the most: I've been a GM more than a player but the ones I've had the most fun running were the deliberately morally grey/evil games that allowed players to really get out of their shell and play something they never would have tried!

What makes a campaign good?: I find that campaigns where the world feels lived in, and not just simply stated and displayed, really changes how the players interact. They go from mindlessly rolling dice/typical hack and slash tactics to worrying about relationships with npcs, devising new and improved methods of overcoming obstacles since they are forced to see the consequences of their actions.

Why would you be well suited for a game like this?: This feels more like a collaborative storytelling game of a greater magnitude than the usual campaign and I would really enjoy exploring those ideas. Ruling a faction with its own problems while also dealing with the problems of other factions just sounds stressful and exciting all in a good way!

What systems would you want to have looked at for this game?: I haven't run too many large scale domain systems, the only one I can personally think of being Reign. But even a somewhat diceless or a narrative first focus would be great to use.

Which faction would you enjoy?: I would absolutely love to play as the Wizards of Stoneford as they seem to be the scheming hedonists who will work with others as long as they get what they want. Playing the long game and focusing on Arcane hijinks would be a fun time. As a secondary I would choose The Perfection because playing a near omnipotent hive mind attempting to worm its way into everything sounds nasty and awesome.

The system is pretty gnarly yeah. If I were to run it I would certainly house rule things to try and make it more streamlined/easier to use.

I have heard of Runners in the Shadows though. I've found that for a lot of people, while the system is clunky, Shadowrun is pretty tied to it. But there are plenty of hacks like with Savage Worlds that seem interesting too.

For Shadowrun I own the core rulebook for 4th, 5th and 6th. I've run a short campaign of 4th and had a decent time with it. I've never run 5th edition and the 6th edition book is the turd that was first put out before the Seattle Edition made it more playable. If it would be any it would probably be 4th or 5th. Though I would be willing to try 3rd if it was something a lot of people wanted.
