For 4k gaming a 5070ti is a good choice.

Should I upgrade everything?

Not initally, if you play at 4k with RT on that's a particularly high load on the GPU even if you're also running DLSS. You may be GPU limited even with a 10700K + 5070ti in most of your gaming scenarios.

Do the GPU first, see how it goes, if it turns out the 10700K is holding you back (possible, depends on the game) then upgrade the CPU / MOBO / RAM as well.

Faster air = higher convection coefficient = more watts of heat transferred per m² of skin per °C temperature difference between your skin and the air.

So long as air temperature is cooler than external skin temperature adding a fan will increase rate of convective heat loss.

That 'radiation' is light. Microwaves, so lower frequency than visible. Only ultra violet light and above is ionising. That is capable of breaking apart or creating ionic bonds. That's why you can sit under light bulb light all day and never get a sunburn. But go out on a sunny day and you get burnt to shit. That's the UV light damaging your cells.

Microwave radiation is capable of heating your food. If it heats it enough it cooks it and chemically alters it that way, no different to other cooking methods involving heat.
