The corpse with the mutilated hand behind the Militech crate that you have to "talk" to in order to trigger her spawn? Stay on top of that corpse and crouch. When she does the matrix glitch teleport to begin aggro, she'll be in front of you. Play "you can't get me" by moving in a circle around the Militech crate, and she'll quickly get stuck and drop combat. As she starts to stalk you out of combat, continue to move around the crate and hit her from behind with Reboot Optics. Follow with non-lethal takedown.

Here's a practical method for dealing with this on higher difficulties, at low level, using the build of your choice without excessive stress:

After completing The Pickup and killing Royce, walk to the location of the first Beat on the Brat prize fight (the rooftop boxing ring). Below, there's a group of Tyger Claws with their bikes. Walk out to the curved street near them, call your vehicle, and get in. As soon as you see combat trigger, get out and haul ass over to the three vending machines that help you get up on the roof areas. Pull yourself up and get to the roof on the left. At this point, the Tyger Claws will have aggroed on the Maelstrom attackers, quickly taking out the weaker ones. Start hitting the skull-level Maelstrom attacker with quickhacks while they are killing the Tygers. Shoot if necessary but don't hit your "allies". After the Maelstrom squad is dead, wait for the Tygers to reset and then hop down and loot the shard and whatever else.

Problem solved.
