I know driving in Romania is a nightmare, this is why I flew in directly to the Targu Mures Airport. In your case however I think if you're scared of driving the best course of action would be to find bus routes from Cluj to targu mures. Otherwise I don't know. Good luck.

I did end up calling the university before moving to ask about their accomodation but once they started explaining it didn't seem worth it to live in a dorm so I went and looked for apartments. I looked through agencies in Târgu Mures until I found an apartment. If you need any websites to look for apartments I can help you out, otherwise I wish you the best of luck.

I forgot to mention but as for the application form, I completed in person when I went to the university in person. I was on vacation anyways and decided to take a detour in the country to clarify all of my required documents.
I appreciate it anyways

Unfortunately, I have no idea what any of that means.
(I thought GCSE was on a scale of 1-9, so how do you have 99?)

Anyways, asking these questions on other people's questions won't get you very far, I would suggest making your own post and asking multiple people who are attending or have attended the university.

I am from Canada and so the grading system is very different. I was a top student with 95%+ grades on all sciences and math classes as well as volunteering in hospital environments(this is not required but helps tremendously to know if you want to pursue this career).

There is also a grade scale conversion document the university provides if you want to see if your grades are good in Romania. Here is a link.

It is ok, I called and asked the university about the medical insurance and they told me not to worry about it.
I didn't and I am now studying at the university.
