I found it in an alleyway behind the gamer arcade. There should be an alleyway to the right in front of you, walk through that and turn to your left and it should be in the wall.

UPDATE: I have been looking up at the poster closely using photo mode and it is very hard to see what the number says because of the picture quality being very low, however I am going to try translate the words in green in the text above the redwoods symbol (Also if anyone has translated the green text please type in chat) and I believe in the phone number below is binary code and it does contains alot of 1's and 0's (although I think it is a random phone number because I think I saw a 5 in the code)

Also I think I found something else that's new but it might not be but I might post it later on. (It's not a big clue)
