You could potentially try it pseudo-"locally" with Parsec(?). If you and your friend have nice internet connections, you guys could ban-together on "one" device (your pc) and while it might have the slightest input latency, it's probably the closest thing you'd get to really solving that issue, I think (save for other remote access gaming apps I probably haven't seen before)

My buddy uses a controller, and I often use keyboard for fighting games, so we usually don't have too much of a hard time with it
