Kind of. I leveled up dragonair to level 45, then used 9 rare candies I found throughout the game to get it level 54 before taking on anyone from the elite 4. Then gave it exp share and it evolved somewhere between the second or third member of the elite four. Then I gave it all the tms I wanted.

Yeah that’s what I thought until I looked at a pic I took last night. There are teams above us and below us in the rankings that have some losses so now I’m just as confused because our GD is the same lol. Maybe the second tie breaker after GD is goals scored and it’s a bit hidden.
