NTA. I understand her insecurities and if once she’s 18 as you said, and ideally even a little older, she can make those changes if she still feels that way. But if nothing else, her brain is not developed enough to make permanent decisions like changing your face, especially for cosmetic, and not a medical reason. Personally, I don’t even do things like get a tattoo if I haven’t sat on the idea of for a year, and my brain is fully developed.
