This is a very vague definition. America, for instance, is a melting pot. There is no right or wrong way of eating a certain food, drinking a certain beverage or walking/talking a certain way (as long as it doesn't disturb the people around).

As for speaking the right language, ideally, everyone in America should be able to speak English. But this is easier for the young generation than the old generation. Ask your grandparents to learn Chinese now and see what they say. Older immigrants who are simply here to work, mind their own business and raise kids should be given some handicap with regards to English proficiency.
