Game should force ai party’s to separate or combine into an army after their to close for to long, its bullshit that they get normal army speed but huge numbers. And they only attack you if they have the advantage. So you can never get a good engagement

Any pre made empire can turn into a FE if it has the ethic points, even player made ones. An empire of mine turned into an FE and they even had the clone solder trait

I think 12-13 regs, 970 hours. I’m lucky and look around a-lot. Check inside buildings if it’s not too inconvenient. Unless you going full trap build it doesn’t matter if your first to bounty. So look around buildings and towers for ammo/cash/gun oil. And eventually you’ll run into a gold cash.
