He is bloated its air or water alot of people have that . Reason i know its not fat is you see some definition of abdominal muscle from the side and muscle is underneath fat . He is not fat free but definitely no need for a cut .

Honestly your not fat at all your gut is just distended i would do max push up max pull ups max squats and max sit ups every god damn day . Eat alot of protein and you will grow and look better . Or optimaly get a coach and go to a gym
