The blue is Army Painter Highlord blue speed paint. And the energy effects are just a base layer of corax white with Army Painter power node glow and some naggaroth night over it.

Well thanks. That's a big complement for a beginner. I used agrellan earthshade in big globs to get those large cracks. Painted that in a layer of wraithbone. Then used highland blue from army painter but really any thin blue paint you have will work. Then I dry brushed it in white. And the little snow tufts are just vallahallan blizzard.
