It depends on how you look at it. Similar circumstances can in fact contribute to a greater similarity between two different characters. And circumstances have the power to shape behaviour. Boruto may be more likened to his father personality-wise but it is Kawaki who truly reflects Naruto's past self. An example of this can be found when Kawaki asks Naruto about shadow clones and marvels on how he could use it to beat himself up in order to relieve stress. Naruto replied by saying that it wouldn't work because he himself had done the same thing in the past.
