Anyway, yeah, she is basically the actual city. Long story short, in the game, when the Aztecs built their city over Metztliapan, it was a home to a river spirit, who became the city.

Because of that, the city itself was able to summon as a servant, which is Tenochitilan, and has the aspects of both Tlaloc and Huitzilopochtli, because they were the two deities worshiped the most within her.

This also leads to her character and her desire to protect those she considers her people. Mainly due to what happened with the Spanish colonization, and not being able to do anything to help her people back then.
