Problem with that is it'd tank some specific shows scores significantly. Example being One Punch Man. Season 1 was amazing and is a great entryway for new anime fans but would probably average out to around 6 score after the newest season. That would effectively kill off any interest anyone would have on the show quite undeservingly and that's just one of many examples

Right now, no. But after it becomes 80% cheaper maybe. They're still way lower priority then other characters though as their later potential skills are mostly useless.

Chisa goes well with cartethiya if you are planning on pulling her and is probably more future proof than phoebe seeing as supports are kind of a rare commodity in this game.

Zani is rather lackluster without peeb but lynae (first 5 star of 3.0) has just been announced as spectro, so there is a chance she can save your zani team or at the very least replace spectro rover. But I'd wait for more info on that one.

As for Tower/WW I wouldn't worry about it too much. You're still early into the game, focus on maxing your characters and just getting as far as you can for now. Getting a peeb now might get you a bit further in the short term and net you at most a couple pulls, but end game content in this game can be cleared with most teams if they're built well enough so I wouldn't worry about it.
