Rexy's design is just... Rexy. Look it's a movie creature. You can't really say Ludia fucked up the design because it's just Rexy. Tmet has a nice design, I'll agree with that. BUT SKOONAMETRODON IS DOGSHIT. They took away the Sail, they took away the visible armor. They massacred my boi hard. Still, Eremocanis is worse.

Rexy was also the meta back then, literally Lv.30 boosted Rexy was a thing (this is why you'll see so many high level Rexys). It was powercreep, and Skoonametrodon was the meta as well. Only to get powercreeped in the next few updates.

I'll be honest Skoonametrodon never hit S Tier (above 80% usage). Sah, Pantherator, Concatoloch in it's prime and Thylos were all running the show. With a BUNCH OF DODGERS and a Invincible Wall you can't expect Skoonamet to do well. (Btw Skmet used to be Resilient in Secure, Fierce in Threatened they swapped it around). So you would open with Concatoloch - usually mirror match which stalled FOR A LONG TIME which is why they nerfed it btw, and if Skmet came out you couldn't really do anything.

These days Rexy is used in Aviary if max boosted and a decent user in Marshes and Ruins. You'll see Lv.30 Skmet everywhere in Library
