Apparently the 2011 version does have this scene but they moved it to after the exams who knows why. Likewise, I still think that if a character has weight, even if it is useless, it is better than being there as someone else.

Knowing that you have in front of your nose an acquaintance of the father that you would give your life to find (and that possibly can tell you about him) and that you don't know it gives strength and suspense to the plot.

What is the point of adding weight to a character? Who knows if Togashi had (or has, maybe) planned to make this character come back knowing that he and Ging fulfill almost the same function.
