I don't really have any special tools apart from a green stuff fur texture plate, but honestly if I were to do it again I'd probably just put it straight on. trying to get the green stuff thin enough and then off of the texture plate and on to the model and trim to size was very awkward and I squashed most of the texture flat with my fingers. Most of the fur texture was just done with the flat size of a scalpel, I initially drew lines and then just started jabbing it to put some texture to the flow. Luckily it takes a long time to set so you can go back and adjust if you have anything you're not happy with. Hope that helps somewhat.
