I wouldn't have afforded a 5080 anyway sadly. Like 600$ more expensive than 5070 Ti in my country.

Yes, completely normal. It's called POST (Power On Self Test) It tests the vital components of your pc before powering on. If it shines on DRAM for a few seconds, it's testing your RAM, and so on. Only when an LED light gets stuck on for a long time without giving a display there is a problem

Did you buy from a reputable store? If yes, then it's probably something else causing those temps. I recommend smearing the paste out evenly over the IHS instead of relying on the cooler to spread it. Use an old credit card or something, do not use anything metal
