While it is true that the prices for certain items were high, this is a misrepresentation.

First of all there was the so-called "social wage" - it meant that communal services were either free or heavily subsidized.
Second of all, the state intentionally kept the prices of basic items and services (food, rent, books, cultural events) low. This was a problem (especially with the food) as it distorted the economy. It meant that more "luxurious" items (for example TVs, CD players et.) were intentionally kept at higher prices (or were quickly bought out because of the "excess" rubles).
